1. Global Rights and Freedoms
Whereas the Dominion of Canada is founded upon principles that recognize the supremacy of the people, liberty, equality, democracy, and peace, every Citizen is guaranteed the following fundamental freedoms and democratic rights:
i) freedom of conscience and religion, freedom of thought, belief, opinion and expression, including freedom of the press, freedom of peaceful assembly, and freedom of association.
ii) freedom of military and economic action with the condition that these acts do not compromise the peace, security, and responsible government of the Dominion of Canada as well as the freedom to contribute to the victory of Liberalism in all lands.
iii) right to an equal opportunity to develop politically, socially, and economically.
iv) right to life and security of the person and not to be deprived thereof except in accordance with the principles of fundamental justice.
v) right to Dominion protection of all private property, including all strategic resources and assets, and not to be deprived thereof by any governmental regulation other than the Dominion Tax.
vi) All citizens of the Dominion of Canada, particularily cultural minorities, who seek refuge from economic or political persecution, as well as the deprivation of Global Rights and Freedoms, have the right to immediate shelter and title to land in Dominion territory, and eventual Citizenship of the Dominion of Canada should the refugee agree to abide by and uphold the Charter.
2. Act of Dominion
The Dominion of Canada is a free and global union of Citizens, cities, and nations. The government of the Dominion of Canada is an integral, multicultural, and international state, administered by the Overlord Dominicus, working in concert to make collective decisions to uphold the interests of every Citizen.
i) The government of the Dominion of Canada is formed on the principles of Liberalism as a result of the free self-determination and voluntary association of equal Citizens.
ii) The government and sovereign authority of and over the Dominion of Canada is hereby declared to be vested in the Overlord Dominicus and his Cabinet, and is derived from the people, the consent of the governed, and parliamentary democracy.
iii) The executive, legislative, and judicial functions of government are henceforth fused in the Overlord Dominicus, whom is henceforth, in his individual and/or collective capacitiy, known as the Executive.
iv) The Charter of the Dominion of Canada, as well as all other Dominion Legislation is the supreme law of all Citizens that reside within a nation that has the word Dominion in its official name, and overrides all other legislation should a conflict arise. The Executive maintains the responsibility to determine such conflicts.
v) Resolutions that do not conflict with the Charter may be vetoed and hence no longer be permitted by the Executive within three weeks of any such resolution, should he collectively resolve that this resolution compromises the security, peace, or democratic government of the Dominion of Canada.
vii) Every Dominion Citizen shall retain the inalienable right to freely secede from the Dominion of Canada at will.
3. Global Security Act
For the purpose of defending the victory of all Liberal revolutions, and for the purpose of securing all Citizens in the possession of complete and eternal democratic liberties and sovereignties and the just enforcement of the Acts in the Charter, and in order to eliminate all possibility of the restoration to power of right-winged, conservative, and neo-fascist elements, it is hereby declared that all Citizens be armed, and that the Dominion Peace Force expand and remain globally coordinated, and that all unsafe, aggressive, and ultraconservative threats to the peace be disarmed and brought to justice by the Dominion of Canada in concert with formal and covert allies, as well as willing progressive and peace-keeping nations throughout the world.
i) The eternal and unconditional duty of the Force is to ensure the defence and sovereignty of all Citizens, the disarmament of all aggressive elements and pockets of global reactionary resistance, as well as the inevitable triumph of Liberalism in all lands.
ii) The Overlord Dominicus, in his individual and/or collective capacity, consists of the Commander-in-Chief of the Dominion of Canada, and every Citizen agrees to honour the democratic Chain of Command of the Force, notwithstanding the principles of the Collective Security Act, in times of peace, war, and global revolution.
4. National Equality Act
The nations of the Dominion of Canada, having crushed the economic and political power of the repressive, oppressive, and exploitative conservative hierarchy, and having thus abolished all obstacles which have interfered with the freedom of organization and action of the workers and peasants, offers assistance, material and other, to Citizens of the poorest peasantry in their effort to unite, organize, and strategically plan and realize a sound and flexible economic development strategy.
i) Every Citizen is equal before and under the law and has the right to equal protection and equal benefit of the law without discrimination and, in particular, without discrimination based on economic status, wealth, assets, race, national or ethnic origin, colour, religion, sex, age, or mental or physical disability.
ii) This does not preclude any law, program or activity that has as its object the amelioration of unequal social or economic opportunity or the relatively poor living conditions of disadvantaged individuals, groups, and collectivities.
